They went on to explain that they were in a new home and hadn't built up their own compost pile. Your plant is suffering from root rot. Unpot, clean the roots thoroughly and make sure to cut above the soft bits. Repot in clean soil.
If there's not enough roots left after you prune it, toss. Vinegar is acetic acid. Acids are detrimental to plant growth.
